I believe Apple's site uses Macintosh disk images to store HyperCard
IIGS. There is only one program that seems to support this format on
the IIGS and it is distributed with Digisoft Innovation's CD-ROM.
The program is called "Clone".

Ideally, someone could make an arrangement with Digisoft to include
Clone at their site with a note or link directing people to Apple's
site. Thus, all the tools to obtain Hypercard electronically would be
in place.
