   The IIc serial port problem has absolutely nothing to do with the 
ROM firmware, it was caused by a hardware component on the motherboard.
Apple IIc's produced between April 1984 (introduction date) and
around November 1984 used a 74LS161 instead of an oscillator, which
offset timing by about 3%. This may cause modems higher than 300 baud
to not function properly (as I mentioned in an earlier post, this can
vary between brands and models. You may get lucky with your particular
modem and not run into this problem).
