I doubt it.  On the Mac, these features are probably implemented by the
joystick's device driver posting an event when the appropriate
operation is detected.  The same mechanism would work on the IIgs, but
you would need a IIgs-specific driver to do this.  It would also be
limited to IIgs desktop programs, or other programs which made use of
the Event Manager.

An alternative would be for the driver to poke keys back into the
keyboard buffer, but this is tricky.
