Yes.  Roger Wagner Publishing sells a commercial program called P8CDA
which does exactly this.  You set it up as the initially loaded
.SYSTEM file, and it loads all CDAs from the SYSTEM/DESK.ACCS directory.

Note that it is a commercial program, so you cannot get it online.  I
bought my copy many years ago, so I don't know if RWP is still selling it.
