Yes, I believe it was.  Or at least, distributed by Apple.

Look on the various FTP sites for "Finder8".  I used it on my //e
for a while; it's wicked slow without an accelerator, and tolerable with.

As far as interfaces go, it's "ok", but not great.  I remember liking Davex
much more.
