Sounds like a "Software Automatic Mouth" card. The hardware (which you
have) is just a latch and an 8-bit digital-to-analog converter, feeding
a small amplifier which drives the speaker.
The plan was that the software fed 8-bit sound samples to the DAC at
8-11 KHz and made "intelligible" phoneme-systhesized speech. I haven't
seen the software for ages, but it may be bouncing around somewhere...
