Can anyone help me with what 1E-03 means, and if there is another way

1e-03 or 1e-3 are valid ways to write constants in Applesoft as
well as in most other BASICs, meaning 1*10^-3.
BASIC also prints small (and very large) numbers in this form,
often called scientific notation--essentially "floating-point
in print". ;-)
