Sorry, I can't take credit for that. When I joined the System 6.0 team,
the engineer doing the Time control panel had already rewritten it, adding
the Daylight Savings stuff *and* removing all the pop-up menus, including
the 60-item ones listing "1", "2", "3", ... for the minutes and seconds.
