The ECHO II is a speech synthesizer card. It has a small jackplug for an
external speaker and a two-prong plug to connect to the apple speaker. You
need the software to use it properly. I think the programs are called
TEXTALKER and SPEAKEASY.

If anybody has this software, could they post it to binaries, as I too
have a card without software.
