Apple's Human Interface Guidelines specify that you must have that
menu and the menu items for all applications, _even those that don't
support them directly_. Their inclusion is not indicative of a feature
that you can't get to; they're for various NDAs and the like that
support that menu.
Sometimes just living with programs the way they are _is_ an
option. Or, if you have a clue, you can write a program to do what
you want.
