Easy IIc+ Internet Access in U.S.

A member of my user group wants to use the Internet to search for
topics and discussions related to Armenian and Turkish history.
He has been trying for several (many?) days to get on to GENIE, but
whenever he calls their 800 signup number (800-638-8369), he gets an
ASCII message telling him to call back later. I tried and got the
same thing. What with this, and GENIE's new, high, minimum monthly
rates, it seems that GENIE won't be the best choice for him. As for
him using the same Internet access method I use--Internet by email
only--I think that game is more complex than my friend would want to
get involved in.

So the question is, what is the simplest way at present to get Usenet,
Lynx, and FTP access via a IIc+ using ProTERM, at a reasonable price,
in the U.S.? I know that Delphi was OK a few years ago, but I have
not seen them advertised lately. There are many local Internet access
providers, but I do not think they are a good choice because using an
Apple II with them would be groundbreaking and/or they are expensive
for someone who will only be on 2-3 hours per month. Any ideas will
be appreciated.

P.S. I'm posting this here rather than on comp.sys.apple2.comm
because I have experienced problems with writing messages to .comm via
mail to usenet servers.
