Hold down the option key then turn on the computer. You will see 4 options, 
one being Set systems standards and 50Hz, select that and your monitor should
work. If you have some technical knowledge, you can hook a CGA monitor to the
port following the RGB separate components into the digital decoding chip or
circuit in the monitor, yank the chip and put jumper wires in it's place.
I've done it several times on many monitors. The resolution and scan freq. are
the same on the CGA monitor.

After you set the system standards, you can enter the control panel from that
same menu again, (following the powerup procedure), or you can, at the bouncing
Apple, hit Open-Apple/Command - CONTROL - ESC (All three at once.) That will
bring up the control panel.
