Try putting all the new componenets on, but leaving the old 7400/02 chips 
on.  I had my zip running at 15MHz without the new CMOS chips, finally 
got the new ones, put them on, and I couldn't even boot up.  I still 
haven't figured it out!  But with the old chips on, I can push it to 
16MHz before losing stability.
