I know it's not a "viewer" but there is a port of the IJG djpeg program 
(version 4) that produces very good color GIF conversions. It was the 
older version 3 port that produced a nasty blue haze that caused many 
people to hate djpeg. It's not as good as conversions done by, say, 
GraphicConverter on a Mac but it's very acceptable. It's also quite a bit 
faster than the version 3 port.
