Mac Keyboard

My GS's keyboard finally died.  I've bought a Mac keyboard to replace
it.  My questions:
 
1.  Why doesn't the "caps lock" light operate when the "caps lock"
key is pressed?  All three of the lights blink when I boot.
 
2.  How can I make use of or program the function keys?
