file compression formats

I've downloaded some files from ftp.apple.com for my gs, and they
use .bsc compression.  I've also downloaded a2binscii.exe -- what do
I have to do to get BinSCII out of this?  Or is this a msdos file I don't 
want?  What use is a2binscii.bsc when I don't have BinSCII to get it out
of .bsc?

I'm a bit confused here... how do I get BinSCII?  (And will it work on 
the GS?)
