I can't be sure, but it sounds like that is the EXEC version (or
possibly the old Executioner format). Take a peek at it with a text
file viewer and see if there aren't some lines that look like this, at
least at the beginning:
0800: 00 54 21 20 30 40 33 76
0808: 51 83 93 58 72 40 92 32
Of course, the numbers will all be different. I just made those up. :-)
If it does indeed look like that, fire up BASIC.SYSTEM, set the prefix
to the directory with that file, and type "EXEC A2BINSCII.EXE". You
should see lots of prompts fly by, and eventually a message of success,
or perhaps just another prompt with the cursor. Check the catalog
("CAT") and you should have a new SYS type file called BINSCII. That's
your BinSCII program. You can then throw out the .exe file.
