It has a system monitor and BASIC built into the computer, but no
support for a disk drive.

You should hear a beep, the screen should clear and display "Apple ]["
or "Apple //e" (for an enhanced IIe) at the top of the screen, and an
Applesoft BASIC prompt should appear about two lines below the top of
the screen, with the blinking cursor.

i.e., in 40 columns:

               Apple //e

]

The same screen should reappear if you press Control-Reset while
holding down the white Apple key ("open apple", or just "apple" or
"command" on the newer style IIe).

You should also be able to start the self test by pressing
Control-Reset while holding down the black Apple key ("closed apple"
or "option").  Try this and see if anything happens.  You should see
several screens of graphical test patterns followed by a "System Good"
message or an error message describing the fault.

Sounds like there is a fault somewhere.  Try unplugging the keyboard
(with the power off) and powering the computer up without the keyboard
connected.  It should start the self-test automatically.

Is there any noise coming from the computer, e.g. a strange regular
loud "chirp" noise from the power supply?  If you hear this, there is
an electrical fault (e.g. a short) on the motherboard, or in the power
supply itself.  You should turn the machine off again.

Try reseating all of the socketed chips (with the power off) - press
down on them and make sure they are socketed properly.

Also visually check the motherboard for obvious faults such as large
scratches, cracks or scorch marks.  :-)

If nothing in this message produces any leads, it is probably a fault
in the processor region of the motherboard - the 65C02 or one of the
major support chips such as the MMU, IOU or one of the ROMs.  It could
also be a RAM fault, but I would expect the beep to come up (unless the
speaker is disconnected).
