APPLE //e HELP!!!!!!

I did not get a response before...
My question is: shouldn't my Apple //e boot up without any cards in it?  
Doesn't it have an onboard OS?  I have a //e with just the monitor hooked 
up and I have tested the monitor, but nothing happens onscreen when I 
turn the computer on.  Again, I have *no* cards in it whatsoever and no 
disk drive or anything connected.  The power light and the "expanded" 
light come on on the computer itself.  What am I missing?
