It was a combination of Microsoft and Apple.  Microsoft had adapted
their BASIC interpreters to a number of microprocessors, including
the 6502.

Apple purchased the code from Microsoft, so Apple owns Applesoft, and
enhanced the Microsoft code with stuff like graphics commands.

I doubt that Bill Gates had any direct involvement with the Microsoft
efforts on the 6502.

I doubt that.  I think BASIC was developed at Dartmouth (sp?) college.
Although, you can't deny that Microsoft popularized the use of BASIC
on microcomputers.
