Sounds plausible.  The IIGS used quite a few SMD parts, so most of the
tooling for mounting SMD parts on Mac motherboards was already in place. 
The IIe used through-hole parts exclusively, though (the design predated
SMD, I think), so more machinery would've been needed.  They obviously
bought the machinery eventually, but they probably didn't want to buy it
right away. 

(For those of you in Rio Linda, "SMD" is an abbreviation for
"surface-mounted device."  It refers to the packaging for electronic
components mounted on surface boards.  SMD parts allow you to put more
circuitry in less space; they're the main reason, for instance, that the
rev. D RamFAST is so much smaller than the rev. C RamFAST.)
