With a CGA display, yes, provided it has a composite output signal.
Standard CGA has digital RGB output.

No chance with EGA or VGA.

It should be usable on the Video Out connector, as far as I know.  I
used a green-screen composite monitor with my VCR in this way (with
separate amplified speakers) until I bought a TV.  :-)
