Inspector Watson/Locksmith Rom, what was it? Anyone Got it...

Something I never got into back when, was the Locksmith/Inspector Watson Combo. 
 
1) What was Inspector Watson? (I take it a sector editor/viewer)

2) Does it require a custom card or Rom?

3) If so, is there an image/hex dump of the Rom that I can program in
   a 2764 (for //e) or a 2716 (for II+) ?

4) Anyone still have the Rom / Card / whatever for sale?


All the info I have on RDOS cracking/viewing makes constant refernces to 
INSPECTOR and what the heck, I never had one back then, might as well now...
