vi is a standard unix text editor.  A port for the apple IIgs can be found
with GNO/ME.  If you access the internet from a unix "shell account,"
then you probably have access to the vi editor.  All of the web pages
I have made was done with the vi editor.  If you are looking for a WYSIWYG
editor for the Apple II platform, there is none available.

You don't need to specifically use vi as a text editor.  You can use any
text editor--even Appleworks--to make a web page.  Just remember to save
the file as a text file.
