I assume that the $100 is not for ProSel since it goes for around $69
for ProSel 16 from Charlie's Appleseeds if my memory is correct. Less
for ProSel 8 if your friend's Apple is not a Apple IIgs.
Getting ProSel 8/16 is the best utility I have ever bought, hands
down. I admit, the text interface is the interface from hell at times,
however, Mr. Fixit has pulled my chestnuts out of a *very* hot fire two
or three times.
Once Mr. Fixit has saved the day you still have a ton of disk utilities
not mentioned here. Trust me, go ProSel!
(I have never tried any of the Vitesse products, however, it appears to
me that the posts over the years have favored ProSel's single package
over the several packages you need to get from Vitesse.)

Tons, however, no HD recovery tools that I've ever heard of.
