BINSCII exec file - NOTHING BUT PROBLEMS!!!

I don't know what I might be doing wrong, but for some reason, I simply can
not get BINSCII to assemble itself... Is there any way to just get the 
executable instead of screwing around with these EXEC files?  Nothing 
but syntax errors come up when I try to do it.  And unfortunately, the 
wustl archive seems to insist on pushing everything through BINSCII (I 
can't seem to understand why..)

I'd really appreciate any help here.... I don't think I'm stupid, but I 
must be doing something wrong...
