Here are two follow-ups from readers::

This is just a suggestion; I have ZERO Apple IIc experience.
But, I thought there was a recent posting about repairing a IIc
power brick. The technique was to CAREFULLY cut around the brick
(don't know which orientation to cut) to get through the skin.
Under that was a fuse. Replace fuse, then use some kind of glue
to seal the skin back up.

I had a IIc power brick that spontaneously went dead upon power-up
once, so I opened it up. I had to use a hacksaw. There is a fuse
and it was a common variety. But...when I replaced the fuse and
plugged it in, the fuse blew again so there was something wrong
within the power supply. A lady in our user group had a similar
problem and was able to fix it by replacing one of the other parts
in the PS

While trouble-shooting a neighbor's dead IIC, the computer dragged
down THREE of my external power bricks --- Good before, now dead.
