Yup, it is. I was implying that by just adding the missing stuff,
since there are a few Apple II utilities that did not bother writing
the complete boot block set to the disks, if you did a disk copy, from
a /// bootable disk and then just worked with it, you'd never
encounter an issue. However, if you created a new disk and put all the
correct items on said disk.. and it still didn't work- why, then, the
rest is missing.

In short, though it's probably best to copy over the first four
blocks, that way you are ensured that continuity.
