If so, it's a loophole which many businesses (at least US) have taken advantage of since the 90's. I managed a convenience store for several years and that's how they worked with our electronics. How the banks and the 'credit' companies handle things is a whole other issue. Should a user purchase more than the account can pay they will certainly pay for that convenience.
