Can't Daisy chain to FDHD drive!!!

I have an Apple FDHD connected to Apple's FDHD controller card in slot 5
on a ROM03 GS.  The drive works fine by itself, but when I daisy chain an
Apple 800K 3.5" (standard drive, not unidisk 3.5") drive to it that second
800k drive keeps its red (read/write) light cycling on and off
continuously.  Does anyone know what's going on here?
