I am not familiar with Terminus but the Apple 1200 modem should be Hayes 
compatible(?) Try booting the term program and enter the AT command you

Again ATDT (the Hayes command) should give you access to dial. Try it and 
see what happens.

If the modem is setup in the standard way the speaker should respond and 
give you the normal sounds. The modem maybe set to have no sound till 
connected or at a very low volume, if you have a PC modem book with the 
standard commands (/N3, ATDT, etc.) you can look up some of these 
commands and enter them in command mode.
There is usually a command to set the modem back to it's default factory 
settings (I am assuming it is a used modem) this may also help get things 
going.
Apple (I believe )always followed the standard Hayes rules on their 
modems. 
 
I don't have a IIE (a IIGS) and I don't use the same equipment but I hope 
this helps somewhat.
