No, the telnet access does not use the ftp protocol.   If you decide to
telnet to grind (telnet grind.isca.uiowa.edu), you get a prompt asking
for the transfer method.  Press F for ftp.  When you select a file that
you want, press D for download.  You will then be prompted for your
address (in my case: iigs@wam.umd.edu).  You then enter your password
and a directory (normally leave blank).  The wait while the grind
computer transparently ftps the file to your account.  It is that easy.
