No. The entire IIe is designed to operate at 1.024 MHz (or
thereabouts). It is tightly bound to the requirements of the video
circuitry.
All versions of the IIe use a 2 MHz processor to improve the timing
within each CPU cycle (faster setup times, etc.) but the processor is
clocked at 1.024 MHz.
