There was at least one board, the PC Transporter from Applied
Engineering, which allows you to run MS-DOS on an Apple II.  It's a bit
outdated now (and wasn't particularly a marvel of engineering in its
time, with only CGA graphics), but it does offer a "yes" answer to your
question.

Pretty much any Mac (not sure the minimum requirements) can run MS-DOS
programs in software emulation through one of the Soft-PC packages.
There are also hardware solutions, like those from Orange Micro, and
others I'm sure.  Apple also recently released (in very limited
quantities) a 486 card called Houdini.  I can't offer more details about
those boards, but the answer again seems to be a resounding "yes".
