Power Supply Question

I've been trying to get a second-hand power supply to work on
my old IIe. I bought it thru the mail from somebody who assured
me it worked. I opened the thing up and found there was no fuse
in it. So I went to the friendly local Radio SHOCK and bought
some fuses... 2 amp, 250 volt, 5x20mm as specified on the
circuit board. However, every time I install a fuse and flip on
the power, the fuse immediately blows.
My question...
Am I doing something wrong with the fuse?
Or is the problem with some other part of the power supply
itself? There's a few solder connections on the thing that
don't exactly look factory spec, so I assume it's been worked
on before.
No big deal, but would like to get the thing working anyway...
