No reason why not.
It could be written as a separate application on the Macintosh. It
has to implement a server-end ATP connection and provide a name of the
appropriate type via NBP (anything:Apple //gs@zone, according to the
AppleShare Programmer's Guide for the Apple II).
The main problem would be writing all of the boot code. It might be
possible to "borrow" it from AppleShare and/or the Apple II Setup disk.
