It's possible; I had my IIe, vintage 1984, configured with a switch that
would let me toggle between Qwerty and Dvorak.

How did I do it?  I don't remember, and the IIe is packed in a box
somewhere deep in the garage.  I do remember that I found the instructions
in Jim Sather's "Understanding the Apple IIe".  I also remember that the
instructions were *wrong*, and that I perused the IIe schematics to
determine the correct wiring for the circuit.

But the Dvorak layout of the IIe isn't the "standard" Dvorak: three keys
are misplaced: the ?/, "', and ;:.  They swap positions.  Other than that,
the layout's good.  BTW, since I switched that IIe to Dvorak, I've been
typing that way: my next machine was the IIgs, followed by a Macintosh
SE/30, and now a PowerMacintosh 7100.  All using the Dvorak layout.  It's
great security, as anyone who tries to use my machine is quickly baffled
by the keys that don't produce the correct characters. :)
