It _is_ a ROM 1 motherboard. The only difference between a IIe
upgraded to a IIgs and a "genuine" ROM 1 IIgs is the upper part of the
case, the lid, the baseplate, the power supply and the fact that it
has a built-in keyboard.
You have to replace the baseplate as well as the motherboard, because
the IIgs has connectors all the way along the back (whereas the IIe
only has a few at one side).
The original IIgs motherboard has optional connectors for the IIe
power supply and keyboard (and for a numeric keypad). These connector
positions were not included on the 1MB IIgs motherboard (the ROM 3),
so you cannot put a ROM 3 motherboard in an upgraded IIe.
Note that the IIe keyboard isn't quite as versatile as a proper Apple
Desktop Bus keyboard: the computer cannot distinguish the numeric
keypad (if you have one) from the main keyboard, which may cause
problems in some programs that use the keypad for special functions.
I don't think Easy Access will work with a IIe keyboard.
You can connect an ADB keyboard to an upgraded IIe, of course, and use
whichever keyboard you prefer.
