You could reprogram the keyboard ROM to change the layout.
International IIes have two keyboard layouts in the ROM, and a switch
on the underside of the keyboard to select between them. (The switch
also changes the video character set).
I can't remember off-hand whether the US version of the IIe has space
for two keyboard layouts in its ROM, and whether a signal is available
to choose between them.
