Yes - since early December.  I got mine on December 23rd.

Did you miss the feature list that was posted twice in October/November?

Lots of little improvements, plus full UltraMacros (compiler) but no
documentation for it (you still have to buy the UltraMacros package to
get the manual), an outliner in the Word Processor, cell notes in the
Spreadsheet, background text in the Database, AfterWork screen saver,
print buffer.

It now requires a 65C02 processor and Mousetext (enhanced IIe, IIc or
IIgs), at least 256k of RAM (IIc needs a memory expansion card, IIe
needs memory expansion beyond 128k) and a 3.5" drive or hard drive.

There were about four printed pages of new features listed in the
release note.

Yes.  Just the ability to set the default Word Processor margins was
enough to convince me to get it.  No more silly 1 inch margins in my
new documents.
