The firmware in the original Apple SCSI card does not support a tape
drive, so if it has a higher SCSI ID than the hard drives, you will
run into problems.
It should be OK if the tape drive has the lowest SCSI ID - the
firmware will probably ignore it.

This means that the SCSI card didn't find a hard drive. You might not
have waited long enough in this case for the drives to be ready.
There is another possibility - see below.

All of these sound like problems with SCSI termination, termination
power, or bad assignment of SCSI IDs.

With the original Apple SCSI card, you need two external terminators.
One should be connected between the computer and the first device, and
the other should be connected after the last device.
(Internal termination in the first and last device is OK.)
At least one device must supply termination power.

No. You'll probably find that three pair of pins are used to set the
SCSI ID, but I can't tell you which three.
If there are no jumpers on either drives, then both will be set to SCSI
ID 0, and you will get all sorts of problems.
By the way: System 6.0.1 can tell you the SCSI ID of a drive if you
use the Icon Info function in Finder, and click on the "where" tab.
