Yeah, you are missing out on something.  :)  You seem to have the QWK in
and REP out part down.  What happens when you upload the REP file back
to the BBS?  Does it accept it?  What message(s) does the BBS give?
 
There's one board on my end that doesn't accept my REP packets right, or
didn't when I first started, and I haven't tried with the last few
versions to see if that's changed.  So if you're doing things right, it
is the board's fault (maildoors not liking certain OLR's MSG files is
more common than you'd think).  If you're using ProTerm, make sure that
you are Zmodem-uploading the REP in BINary format (set the switch to
Binary or "filetype", since the REPs are BINs) and not Text.  Let me
know here or in email what happens.  It's the BBS's fault, I swear! :)
