I'd say that it was likely that some IIgses had the connectors on their logic
boards since I've seen more with them than without.

There's nothing to prevent using a ROM 3 in an upgrade case. The only issues
are that it would need a IIgs power supply (they have the screw holes for
attaching to the //e case bottom) and it would be necessary to use an ADB
keyboard. So it's not terribly useful, but it is possible.
