modem problems

I have an Apple IIc and I've just recently purchased a 9600 baud modem. I 
can't seem to get the modem to connect with a host. I'm using COMM.SYSTEM 
software. The modem dials ok, but when it starts handshaking, it drags 
out for a long time and then stops. I don't get a CONNECT 9600 message. 
I've tried other baud rates and it still doesn't work. It's a Zoom 
V.32turbo modem. My old Packard Bell 2400 baud modem still works fine. 
Any suggestions on how to correct this problem? Email me or post back
