Assuming you are talking about ProDOS-8 programs, or programs running
on a IIe, then probably not.

On the IIgs, there is a program called CloseView, which magnifies a
rectangular area of the screen.  It can be used with any IIgs desktop
program, but most educational software will not be able to use it
because they run in ProDOS-8 or don't use the normal desktop interface.
