The GSCII+ New Desk Accessory supports UUENCODE and UUDECODE, as does
SSCII, the ORCA/Shell version of the same program.

There is a UNIX/MS-DOS program called NULIB that encodes and decodes
NuFX (ShrinkIt) archives. There is a compiled version for the PC
floating around FTP sites - I got it a long time ago, and I can't
remember where from. The source code to the UNIX version is more
widely available (I'm not sure if the source to the MS-DOS version is
identical).
I'm not aware of any reasonable ZIP _creation_ utility for the IIgs.
There is Angel, but it doesn't have many options. There are UnZIP
utilities (PMPUnzip, for example).
