No, because ORCA/Shell doesn't call the HandleDiskInsert function.

Prizm might (I don't use it), but Standard File dialogs definitely do.
Many other IIgs applications (newer ones) call HandleDiskInsert in
their event loop, so you will get drive polling in these applications
as well.  (HyperCard IIgs 1.1 and Spectrum come to mind.)
