Color Monitor Problem

I have a Color monitor (composite) hooked to a //c and have noticed that the
screen does a kinda wave.  At first I thought it was due to power cable running
along side the case or something.  I bought a power strip and re-routed the
power cables (all the cables were kinda close) but this didn't resolve it.  It
starts at the bottom and makes a wave up the screen.  Is there any help for
this or is it on the way out?  I haven't played around with the color yet. 
I've only used ProTERM ...
