Current versions of GSOS don't include BASIC.LAUNCHER, since its
functionality was incorporated directly into the ProDOS 8 startup code.
If you really want a GSOS disk to boot into BASIC, make sure the disk has
no "Start" file in the System folder, and that the first .SYSTEM file in
the root directory is BASIC.SYSTEM.
Generally, though, it's better to just make an ordinary ProDOS 8 boot disk,
since it will boot a LOT faster. Copy the file "P8" from the System folder
of your GSOS disk to the root directory of your new disk, and rename it
"PRODOS". Then copy BASIC.SYSTEM onto the new disk.
