Yes, MS-DOS file system extensions work similarly.
The Mac has a very simple "hook" mechanism which allows other file
systems to be tacked in. This appears in the Mac Plus, along with HFS
(I think).
GS/OS was designed from ground up with the idea of FSTs, so the
mechanism is a lot tidier.

Only by patching various calls. I think mechanisms were added in
later versions to make this easier.
